Detailed description
For now, a tracker when created doesn't send mail to anyone.

It should be a nice feature to be sure that at least someone follow a tracker, so that we can ensure that no bugs/patches are left waiting in the tracker.

A good solution is to make at least the admins of a project follow its tracker.

Another thing that should be great, should be the ability to allow an user to follow the tracker and not a mail address... This way, we can centralize the user email address (we can keep the email field for other purpose).

In Evolvis, we have a «groupname»-discuss mailing list (where every member is auto-subscribed upon join, but can unsubscribe himself later), which would be ideal for this.

The discuss mailing list is a good idea

It would be also nice to have a summary of all trackers of all projects that say if there is someone subscribed to the tracker or not (could be displayed on My Page for your project).
