[#951] Support for saving tickets without email notification

In the corporate environment, it is sometimes necessary to make changes to ticket properties for organizational reasons that would trigger an unwanted flood of email notifications with no real meaning. For this reason, it would be helpful for tracker admins if there was an option to suppress the sending of the email notification.
