File Release Notes and Changelog

FusionForge 4.7.2 is mostly a bugfix release, and introduces no new features.  The main problems fixed are:
       
- Quite a few PHP notices;
- Blank email received when requesting lost password;
- PHP shorttags (which caused problems on OpenSUSE);
- Enforce email unicity even on email changes;
- MediaWiki plugin ported to Mediawiki 1.12.
- Docman upload fix (for tarball installs).
- Upgrade system added (for tarball installs).

Also noteworthy in this release is the initial support for OpenSUSE 11.
